Virginia APCO Endorses Statewide Leadership for Telecommunicator Emergency Response Teams (TERT)

Richmond, VA - The Virginia Chapters of the Association of Public-Safety Communications Officials (APCO) and the National Emergency Number Association (NENA) proudly announce the joint endorsement of Kaytie Carroll, ENP, Assistant Director of Administration for Prince William County, and Dru Clarke, ENP, Assistant Director of Operations for Fairfax County, as Virginia’s State Coordinators for the Telecommunicator Emergency Response Team (TERT) program.
TERT provides essential mutual aid by deploying trained 9-1-1 professionals to assist call centers during times of crisis, natural disasters, or large-scale incidents. Both Carroll and Clarke bring extensive experience and leadership in public safety communications and have already demonstrated their commitment to advancing TERT capabilities across the Commonwealth.
Most notably, they have successfully launched a TERT program in Northern Virginia’s Region 7, creating a framework for readiness and response during emergencies. Their next mission is to expand the initiative statewide, ensuring every region in Virginia has trained teams ready to support when local resources are overwhelmed.
